해석 잠시 여쭤봐도 되나요 ..?

저는 이까지는 해석이 되는데
여기서 저 재정부장관을 제외한 정당, 정치인에게 책임이 있다 드라구요
이게 every single 이랑 관련있는거 같은데 재정부 장관을 제외한다는 말은 어디서 나온걸까요 ㅠ?

저는 왜 이렇게 해석이 될까요...
분명 제가 해석 하면 그렇게 하진 않았겠지만, every single은 상관 없는거 같고요. who was then the finance minister랑 연관이 있을거 같네요. 그 recommendations가 finance minister가 추진한거 아닐까요? fiscal crises가 재정위기이니깐요.
